Are out-of-state organizations funding Amendment 5 advocacy in Missouri?

Missouri Promise PAC, the main group supporting Amendment 5, received millions from organizations with out-of-state addresses, according to the Missouri Ethics Commission and ProPublica. The PAC has paid for ads on broadcast TV and online, including on Facebook.

If passed on Aug. 4, 2026, Amendment 5 would gradually reduce the state’s income tax as revenue grows.

Gov. Mike Kehoe said out-of-state interests shouldn’t influence Missouri’s constitution in a video posted to X in 2025. However, Missouri Promise Inc., a nonprofit incorporated in Delaware in November 2025, contributed more than $1.9 million to Missouri Promise PAC in May 2026, according to the Missouri Ethics Commission. 

Other contributions include $6.5 million from Missouri Action, $1.5 million from Secure Missouri, $1.3 million from American Policy Coalition—which is registered to an Ohio address— $1 million from Maryland-based nonprofit America Advancement Inc.; and $500,000 from Virginia-based nonprofit Revitalization Project, according to the Missouri Ethics Commission.
