Do you need to register with a political party to vote for a candidate in Pennsylvania’s primary elections?
Pennsylvania residents must be registered with a major party to vote for candidates in that party’s primary elections.
Independents and unaffiliated voters, which make up more than 16% of Pennsylvania’s electorate, can still participate in the constitutional amendments, ballot questions, and special elections of primaries.
The U.S. as a whole is moving toward open primaries, although several states still employ closed or partially closed primaries as of May 2026.
State lawmakers have unsuccessfully introduced legislation to open Pennsylvania’s primary elections several times. In December 2025, a group of independent voters filed a lawsuit arguing Pennsylvania’s closed primaries are unconstitutional.
