In August 2022, the Nevada Secretary of State adopted regulations allowing votes to be counted by hand and prescribing specific procedures for this process. However, these procedures apply only if a county solely uses a hand count to determine the outcome of an election. If a county uses a machine count to determine the outcome, but supplements this process with a hand-count audit, the new regulation procedures are recommended but not required.
For the November 2022 election in Nevada, no county election official has said they plan to only rely on a hand count to determine an election outcome. However, interim Nye County Clerk Mark Kampf has said he will conduct a parallel hand tabulation of votes to verify machine-counted results.
