Due to the pandemic, Nevada required all active registered voters to be mailed a general election ballot in 2020. In previous elections, mail-in ballots were only sent when requested. According to the Clark County registrar of voters, the post office returned 92,367 mail-in ballots during the 2020 general election; this was 7.2% of all ballots mailed in the county. Because this was a first-time event, no historical comparison is possible for this ballot return rate.
The early months of the pandemic saw a national spike in temporary address changes, and permanent changes were higher in 2020 than in 2019 or 2021. These factors may have contributed to the 7.2% ballot return rate.
