Is there evidence background checks deter mass shootings?

Based on FBI reports, the majority of mass shooters in the United States have been able to acquire firearms despite background checks, using legal loopholes, data errors or lax enforcement. RAND, a nonprofit research organization, in April reported that any evidence that background checks prevent mass shootings is inconclusive.
