Is the Biden administration implementing a per-mile ‘driving tax’?

The Infrastructure Investment and Jobs Act before Congress only details a pilot program for a vehicle-miles traveled fee. Social media posts falsely implied the VMT fee would be implemented if the Act passed.

A spokesperson for the U.S. Department of Transportation told Lead Stories: "There is not a VMT tax in the bill ... there is a pilot program just like there have been in previous reauthorization bills."

Only volunteers would be in the pilot program.

The motor fuel excise tax is the largest source of revenue supporting the nation's Highway Trust Fund. It may become obsolete as more drivers opt for all-electric vehicles, so VMT fee programs have gained traction.

VMT fee programs have already been operating on the state level in Oregon and Utah but there has not yet been such a fee at the national level.
