Did the number of mail-in ballots issued by Arizona in the 2022 general election exceed the number of voters eligible for them?

no

No. Any Arizona voter is eligible to request a ballot by mail between 93 and 11 days before the election. Around 3 million mail ballots were sent out in the 2022 general election, including to voters signed up for the state’s Active Early Voter List and those who requested mail ballots from their county recorders. More than 2 million were returned.

In some cases, voters registered for mail ballots may request duplicates or cancel their ballots. Political committees, candidates and other organizations are also allowed to provide voters with forms to request ballots by mail.

About 4 million Arizonans were registered to vote in the 2022 general election. Eighty percent of the 2.5 million ballots ultimately cast were mail ballots.
