Does the Arizona Secretary of State’s Unique URL Program allow non-citizens to register to vote?

Registrations submitted through the Unique URL program are processed securely through the ServiceArizona website, also used by the Arizona Motor Vehicle Division to register voters, and are subject to all state and federal laws governing lawful election participation.
