Maricopa County confirmed on Twitter the woman was a party observer and not Secretary of State Katie Hobbs. Access to the center is restricted only to those with a job responsibility or direct oversight of tabulation. The Secretary of State’s office canvasses election results statewide but is not involved in the tabulation process.
