Did members of Congress receive a 21% pay raise?

Congress did not receive a 21% pay raise.

An appropriations bill signed into law in March did include a provision to raise House members' Representational Allowance by 21%. Such allowances are used for members' office budgets and do not boost their salaries.

The law actually continues a Congressional pay freeze that has been in effect since 2009.
