Can a third-party group submit thousands of new voter registration forms on the last day to register?

There is no cap on the number of voter registration forms an individual or group can submit to county officials leading up to Arizona’s registration deadline. The secretary of state is legally obligated to provide forms to groups involved in voter registration, including government agencies, political parties and private organizations.
All public assistance and disabilities agencies, for example, must provide an opportunity to submit or update voter registration details to anyone who applies for benefits or changes their address with the agency. These forms must be mailed to a county recorder’s office within five days of receipt.
It takes a county recorder’s office about one week to process paper forms. The review process is nonpartisan.
