Did 70% of Trump tax cut recipients earn less than $100,000?

yes

Treasury reported that nearly 70% of filers receiving a tax cut from the Working Families Tax Cuts earned less than $100,000.

However, far less than 70% of the total dollar value of the cuts went to that group. The Tax Policy Center estimated that nearly 60% of the tax benefits would go to households in the top income quintile, with incomes of about $217,000 or more.

In addition to cutting taxes, the One Big Beautiful Beautiful Bill also cut benefits such as Medicaid and SNAP (food stamps). The Congressional Budget Office estimates that households in the lowest income decile will see their resources fall by about $1,200 per year, while households in the highest income decile are projected to gain about $13,600 per year.
