YES
The Pima County Recorder’s Office said the agency cannot accommodate party observers at early voting locations because of election worker shortages. In a July 2022 statement, the office said it does not have enough personnel available to oversee observers at early voting locations, or enough trained staff to ensure voter intimidation does not occur.
The recorder’s office has allowed observers at the ballot processing center as a courtesy, the July statement said, and the agency will continue to allow them during the November midterm election. For early voting locations, however, the office said it can only accommodate election staff within the 75-foot limit.
