Fact Brief: Did Caltrans cancel its plan to expand Hwy 25 from two to four lanes?
While San Benito’s Hwy 25 expansion is up in the air, the project hasn’t been officially cancelled.
According to Caltrans District 5 Project Manager Terry Thompson: “Following initial community response, the SBCOG (San Benito Council of Governments) asked Caltrans to study the potential for improving the current alignment in addition to planned studies on the route adoption alignment.”
Caltrans has proposed to replace 10.2 miles of Hwy 25’s two-lane roadway with a four-lane expressway in San Benito and Santa Clara counties.
Segment 1 of the project proposes widening San Felipe Road to Hudner Lane in San Benito County. Construction would begin in 2031 and take approximately two years. Segment 2 proposes widening the stretch from Hudner Lane to Bloomfield Avenue in Santa Clara County. As of November 2025, there is no timeline for Segment 2 work.
In response to farmers and property owners opposing the adopted route, Caltrans held a project scoping meeting on Nov. 20, 2025 where nine project alternatives on the segment between San Felipe Road and Hudner Lane were discussed.
