Does the state of Minnesota have a centralized grant-tracking system?

Minnesota does not currently have a centralized grant tracking system. Instead, individual agencies manage grants.

The state’s current financial management system, SWIFT, lacks the detail and organization required to effectively track grants, Deputy Legislative Auditor Jodi Munson Rodrigeuez said during a Feb. 10 Fraud Prevention and State Oversight Policy Committee meeting.  

In 2023, the Minnesota Legislature appropriated funds to study the feasibility of a comprehensive system, which would provide centralized information on grants and monitor grant recipients. Results are expected soon.

In 2022, state agencies spent a total of about $2.6 billion dollars on state-funded grants to nonprofit organizations. 

Centralized grant management systems are in place in the federal government and states like Iowa, Rhode Island and North Carolina.
