Does Proposition 132 require Arizona ballot initiatives to have a supermajority of public support to raise taxes?

If approved, Proposition 132 would amend the Arizona constitution to require an initiative or referendum dealing with a tax to receive a 60% supermajority of votes cast to become law — up from the current threshold of 51%.

Supporters of the proposition, such as the Arizona Farm Bureau, say the amendment would ensure broad support of any approved change to taxes.
Opponents, such as Bernie Gallagher, a senior policy analyst for the progressive Washington D.C.-based think tank Center on Budget and Policy Priorities, say the proposition would override voters' democratic rights by making it harder to repeal harmful and inequitable laws, weakening the balance of power in the state constitution by “tilting power away from voters and toward state legislators.”
