Do political leaders have to self-quarantine when they return to Washington?

District of Columbia exempts anyone traveling for "essential government purposes" from self-quarantine orders. The orders apply to anyone on "non-essential" travel arriving in the District from "high risk" areas where coronavirus infections are above a threshold of 10 cases per 100,000 persons. (Maryland and Virginia are excluded.)

The district recommends that those traveling for essential purposes should also monitor their symptoms and limit contact with others to similarly essential purposes.
