On June 17, Fulton County District Attorney Paul L. Howard Jr. announced that his office was pressing charges against ex-Atlanta officer Garrett Rolfe, who fatally shot Rayshard Brooks, and officer Devin Brosnan, who was also present during the shooting. Howard explained that the charges were based on findings that Brooks's actions did not justify the level of force officers used. Howard did not allege that Brooks did nothing wrong, but rather focused on the measures that law enforcement took against Brooks in dealing with his actions and found them to be gravely disproportionate.
